Suit's for cleanliness

Dear, surrounding area of my premises are day by day becoming jungle. various snake's, harmfull insects etc are of great headache. Now the facts is that, I resides at a CO-OPERATIVE society. I submitted many applications regarding these,to clean the jungle. But nobody is paying attention. Nor the vaccant plot holder nor society office. can file a suit? what will be the section, and against whom? please suggest..
