Subletting a pagdi system flat

Hello All,

I live in Mumbai, in a pagadi system flat. I live on the 5th floor and the building does not have any lift. My mother has problems in her knee and back, and doctor has advised her to avoid walking and climbing, but she has to climb 5 floors whenever required. It has become very difficult for her.

I tried talking to my landlord to allow me to put this flat on rent, but he has refused. Since its a pagadi system, I am assuming he has the rights to say no. 
But now my mothers condition is worsening, please advice what can I do. I am ready to take any legal help if required.

You can not and should not sub-let the rented (pagdi) flat in Mumbai. This is patently illegal. Maharashtra Rent Act is very specific in the matter. Good luck, Kishor Mehta
