Dear All, What is the status of piece rated workers & civil contractors in a factory.Are they covered under contract labour act or not? Regards, Avinash Kumar Sharma

Once any labour is employed for the job of a factory through any contractor, the owner of the factory acquires the status of a principal employer and has to abide by the provisions of law.

If the payment is made directly by Factory then Factory is Liable , but if the Factory has a Contractor to engage such labour on site the Contractor is Liable . But the facilities to labour while on working will be the liability of the Factory or site at which the  Labour is working and so the Factory Owners are responsible
