Society water tank cleaning

Our builder is not providing us funds for cleaning the society tank and it's been 2 years since it was last cleaned.So is there anything that we can do to complain against him as the uncleaned water tank may lead to contagious disease

Hi all, I've come across this situation, I've bought a private house with a large swimming pool. I was waiting for the warm season to finally relax, but as it turns out, to keep your pool from turning into a bog, the water needs to be cleaned all the time. What equipment should I choose to keep it clean at all times?
