Serving of final closure report of fir by acb at acb session court

Whether ACB exempted from serving copy of final closure report of FIR to the opposite parties (complainants) and empowered to submit directly to court with only intimation of hearing date given to the complainant. Pl suggest, if this is admissible then how oppoiste parites will submit their reply on final closure of FIR hearing.
