Seeking information about solvency certificate for bail

Hi, this is srinivasarao from Visakhapatnam. My brother got imprisonment for ten years and fine amount of one lakh rupees in dharwad Karnataka towards NDP's criminal case now he got the bail order in that they stated that my brother has to pay one lakh rupees and submit the solvency certificate of one lakh rupees on immovable property for surity. As we don't know anyone from Karnataka ,we want to submit surity from my state for that the advocate suggested me to get solvency certificate of one lakh rupees on immovable property issued by tahsildar of my area. so I sincerely request you to tell me the process to obtain solvency certificate from revenue department of Andhrapradesh.
