Seeking info about supreme court order on section 494 bigamy

My friend's husband married illegally for the second time, while their divorce case is ongoing in the court. My friend found all the details(exact evidences) about her husband's second marriage and filed an FIR in section 494 bigamy of IPC. The police is saying that there is some supreme court rule from 2013 about not to remand the bigamy accused and refusing to arrest her husband and those who arranged this illegal marriage.

Kindly let me know is there any specific rule or order from supreme court for not to remand the bigamy accused.

sec 494 is a noncognizable offence.so police cant arrest a person accused of the offence directly without the permission of the court
