The query lacks clarity.

If it is criminal or civil complaint, what bars such process against any citizen and why identity is required of the opposite party ?

Every citizen is same before Law.  Only in case of Government servants and when the case involves their actions during duty, permission of appointment authority may be required.  In case of politicians or others  there is no such bar.

  you can give complaint on politician about any criminal/civil dispute whether it is personal dispute or behalf of public.As per consitution given Right to equality given under article 14 of Indian law. it is one of the fundamental right. It ensure the guarantees to every person the right to equality before law & equal protection of the laws .it is not only right of Indian citizens but also right of citizens .
