Section 79a of karnataka land reforms act

Agricultural land cannot be transferred by executing a gift deed to a NRI.

Agricultural land, plantation property and farm house in India cannot be acquired by way of gift.

A foreign national of non-Indian origin cannot acquire property in India by way of gift.

My siister is of Indian oriigin. She is now an NRI and has became a citizen of USA.

Can she acquire agricultural property by inheritance?

My mother wants to give this property to my sister. 

So please let me how can my mother give this property to my sister?
