Section 494 is cognizable and non bailable in telangana ?

ipc section 494 is a cognizable and non bailable in telangana state ?? what is the time limitation ? there will be problem with time limitation ? 2nd marraige done in 2003 without divorce .now want to file .plz answer..thank you.

Section 494. Marrying again during lifetime of husband or wife. — Whoever in India, having a husband or wife living, marries in any case in which such marriage is void by reason of its taking place during the life of such husband or wife, shall be punished with imprisonment of either descripttion for a term which may extend to seven years, and shall also be liable to fine.

Generally VIP's get away saying that the second marriage was not a marriage at all. Just friendship and/or staying together will not amount to marriage for the purpose of Section 494. There is no time limt as such for the second marriage. So long as the first marriage subsists, the second marriage is an offense.
