Sammati patra without registration

My mother is having joint family property in Thane. Total land admeasuring 4500 sq Mt. All the cosharer enter into registered development agreement with builder in 2005. However my mother was not present for registration. After six month,  builder ask for sammati patra in favour of development agreement. My mother signed the same but it was not registered before registrar.

Can we ask for cancellation of the same as consideration was not sufficient?
