Sale discrepancy

I have purchased an e-rickshaw from a dealer with RS 130000 cash. In challan RS 130000 is mentioned, but in GST bill they mentioned RS 95200. On asking the matter dealer said that the rest amount is for insurance and vehicle registration charges and road tax . I noticed that they spent RS 6700 for insurance, RS 3000 for registration and road tax.
Can I knock the door of Consumer Court and claim the excessive amount the dealer taken?
