Safeguarding property rights of senior citizens

Can the Government or Law create Authorities or Agencies who can act as caretaker of the property of Senior Citizens/ incapacitated etc even if for a fees viz., shares are held by CSDL etc in demat against fees and are secure from all types of risks. The risks to the properties are viz., illegal possession, false claims against property, litigation to harass senior citizens, claiming false easements, etc. As banks have ARCs ( Asset Reconstruction Companies) to protect property under their possession.

This Agency (under Government Regulation) can provide service to an ordinary citizens can safeguard the property interests viz., upkeep, maintenance, sale, disposal, litigation etc.

Does any one has statistics no of aged persons with properties and its worth and the need to establish an agency to safeguard it for our respected elders from unscruplous elements. It will be a great service to them.

What are the laws in other countries to protect property rights and  interests of senior citizens or incapacitated citizens.
