Rwa arbitrarily imposing charges on society

Respected Members, Seeking your advice on an issue. I'm a member of an RWA in Vaishali, Ghaziabad since 2012 which is registered under the Societies Registration Act 1860. In our apartment we've the prepaid method of maintenance and other dues. Since the past 2 years the RWA has been collecting festival allowance to the tune of 100/- Rs per month per flat which most of us have been paying. Now the RWA has arbitrarily increased the festival allowance to 200/- Rs per month per flat without giving any circular to the effect or seeking consent of the individual flat owners. This charge has been made mandatory on all flat owners whether they actual attend any festival celebrations or not. On top of this, on most festival even after paying such charges the flat members are required to pay for their food in the form of coupons which are set as high as 100 Rs per family member attending per occassion. A lot of us feel that what the RWA is doing is illegal and the RWA functionaries are pocketing such allowance via cutbacks from their favoured vendors. My question is: 1. Can the RWA arbitrarily collect such allowance as part of prepaid bill deduction without the consent of particular flat members? 2. Are their any precedence cases in Delhi NCR where a court / competent authority has made adding of such charges without a flat owners consent illegal. 3. The RWAs are charging monthly charges per flat + additional charges for food on per member attending the function basis. Is this double charging for the same event valid?
