Rules to control appartment association members

Dear Sir, I am owner of falt which is having 180 flats in an appartment. We elected association commetee with out having election since no one other than single member nominated for each post. Now we are having elected secretary who is doing business suppliying water cans, collecting service tax from the people if any one asks for any work to do like paying property tax, paying electricity bills etc., currently appartment is with builder maintains ,builder will be handing over appartment to association in 4 months. Now every owner question is what secretory going to do for society , his aim is to do business in appartmrnt. How he can be transparent in maintaining accounts for maintenance and fund etc ., are there any rules to contorl him?
