Rti and consumer forum

NEED HELP REGARDING THE CONSUMER LAW AND RTI.

I have applied RTI application for infomation In University and i did not get any information regarding that matter. And i have made my effort to take information for my application , but arrogant PIO didnt redy to give information.

i have filed appeal before SIC regarding the same and due to heavy complaints in state information commission my application will come to the stage of hearing only after a year or more.

As per the suggestion in this fora and Recent judgement  by national consumer commission, i have aprroached Bangalore district consumer forum against PIO for reliefs.

Today Hon'ble forum heard the complaint on admission, and they told me that  to file a memo for withdrawal of my complaint. Reason they gave for withdrawal is " you cannot maintain complaint once you are not exhausted with the remedy available" . my convincing words to forum went waste as they insist me to write a memo for withdrawal .

according to that i have submitted the memo for withdrawal. Im unaware of the rules of forum.

Now, can i this question in the state forum. how can i question this? wat the procedure?

i request the members of the forum to help me in this regard.

NEED TO STRENGTH RTI

if any one willing to help me, please give me your  email ID. i will mail the copy of complaint and circumstances.

I am running short of time.

Regards,

Dear   Kiran,   As    per   the   decision   of   the  APEX   CONSUMER   COMMISSION,  NEW DELHI  in  the   Revision  Petition  No.1975  decided   on  28th  May  2009,  it  is  mantainable   before  the  CONSUMER  FORA..  You  should   file  the  above  decision  in  the  Bangalore  District  Consumre  Forum.
