Road level raising

Dear Sir,
Plinth of my house is about 6" above the present road level of the street. Municipal Board is planning to rebuilt the road by raising its level by 24'' or more resulting the plinth level of our houses become lower than that of road. Can anybody guide us about the following;
1.If there is any law which governs the road levels in India? 
2.Can we prevent local body or other construction agency to raise the level of roads? 
3.How can we force them to maintain the level of new road as it was earlier?

I don't know what law says about this.     But raising of roads in residential areas should deprecated.     Raising of roads for easy drainage of water is a bad remedy.    Under ground drainage system is desirable.

The decision to or not to raise roads is better left to civil engineers.     Ignorant Sarpanches arbitrarily raise roads because they have to do some works.
