Right to ownership against soft copy of photograph

Recently I took a photograph from a local studio and I paid the complete amount to get the print and when I asked for the digital soft copy of my Photograph, the photographer denied me to provide the soft copy saying that he should not provide the soft copy to me, I am confuse and seeking more information on such scenerio as I had never come across any such laws.. Is this legally right for the photographer to not provide me the soft copy as the photographer was using a DSLR ? Isn't the soft copy/file of the photo my property? 

Is there any such laws which says the same ? If the photographer was holding the ownership of the photo, he /she can use it anytime anywhere without my knowledge and permission too on any issue too? Is there any laws which prohibit the photographer to do so ?

Please throw some lights....to all the experts !!
