Request to change newly created manhole denied

They have created a manhole for drainage system few weeks earlier and it is located right infront of our gate, and it is highly elevated. So we cant take vehicles out without hitting the bottom guard. We have repeatedly asked the engineers to either lower the elevation or move it away from front gate, but they are not willing to take any action. Is there a legal procedure to question the authorities or take stay? Thank you.
