Rent control

How to bring down rent when Rent Control Laws deminish the supply of rentel buildings.  It is simple economics that only if supply is increased the price will come down.  Rent Control is one of the legislations that back fired.  Its intention was to bring down the rent and make available buildings to commen man.  Due to Rent COntrol Legislations the existing suply of buildings were withdrawn from the market and no much buildings came into the market thus supply of buildings deminished and rent shot up and pakdi system emerged.  Only the existing tenants got the undue benefit that they need pay only the rent that was fixed decades ago.  The genral public is not benefited, the building owneres are worst hit and only the existing tenancy holders got a fabulus deal in this Law.

My wife has leased her  flat 1500 Sft T Nagar Chennai from July 2010 . Lease agreement  was on Stamp Paper , Unregistered, initially for 11 Months, renewable for 11 more months ,with prior notice upto 2 times, ie 33 M max.Tenant (Widowed Mother) sons actually paying rent (Textile buisness) creating nuisance -drinking - beating up watchmen- found laying at the Gate fully drunk several times late night...Lease not renewed in writing after the 1st 11 months but verbally agreed to vacate,not vacated even after 33 months now. Rent agreed was Rs 29,000/PM- being paid within 10 days of due date.Market rent now is Rs 40,000/ PM- . Fair Rent eligible is reported as Rs 75,000/- to Rs 90,000/- at current guideline/market value under TN B&RC Act 1960. The short question is whether the agreement will fall under 'short tenure' lease  classification for purpose of eviction rights on automatic basis, even though lease deed not registered with Rent Controller in TN.
