Contact your Association or other colleagues, as there is no such regularization without M.Phil or regular recruitment through qualification in CET and through regular process of recruitment as per notification.  Once a contract employee always remains a contract employee, and a simple such arrangment can not bestow a right on that employee to demand for regular recruitment normally unless there is an agreement that permits such regularization as agreement within the organization with due legal approval.  Search UGC website for further information.
