Registering a land which is "mortgage without possession"

Respected Sir,

We have booked a plot and found that the land promoter has done a "Mortgage without possession for every Rs.100 or part thereof upto Rs.10" to 3rd party in the EC. 

The land promoter says that they will get "No Objection" letter from mortgaged party once we paid the initial amount and registration can be done without any issues.
 
1. Is this legal to do registration to us with mortgage?
2. Will there be any issue with this mortgage during registration or later on possession by us?
3. What are the documents we need to ask from the land promoter before registration?
 
Please clarify.

'Buyer Beware' applies to property deals.

It shall be appropriate to get proper legal opinion from a very able local senior counsel of unshakable repute and integrity specializing in revenue/property/civil/DRT matters before signing or making payment.

This may cost some FEE but can defend long term interest and hard earned monies.
