My mother wants to file a partition suit of her ancestral property(my mother father and mother property)

Total property costs almost 5 crores, she is a penctioner and drawing 8,000 rupees per month.Is there any chance she can file a case with papar dava, the case would be belongs to andhrapradesh, kakinada.
