Regarding cheating

A relative and few other persons were cheated by a private  finance company.
The modus- operandi was to ask gullible investors to open a saving account assuring them after two months they will  be eligible for loan.
Falling in to this lure trap few persons deposited their money on daily basis 100 /200 or whatever  and one fine day the company vanishes.
There was a pass book book in which the entry was  made by the company having recd the deposit.
We approached the police and they simply refuse to register FIR and have given  us a endorsement stating that this is a civil case please approach the court.
This was a clear case of dishonestly inducing to invest and cheat yet the police refused to register case against the accused.
Request your kind help in this matter on how to proceed further.

As the company got vanished, its a clear case of cheating and when the police refused to register your complaint you can approach the court directly and file your complaint there with all the material evidence you have in your favour.. the court will then direct the police to investigate.  Consult a lawyer for filing your complaint into the court.
