Regarding car parking with flat

I have purchased a flat with covered car parking in raj nagaland extension. The builder has got the property registered with covered car parking specifically mentioned therein but has yet not issued the letter mentioning allotted space. Is the builder and RWA bound to provide the space to me? What is the course of action for me to take? Please guide.
