Regarding Govt job

my father worked as a attender in University, he had 12 years service and he resigned job in 2001 due to some helth issues, and without intimation to my family from the University, that time we don't have educateds in my family, still he's under treatment,and still now we don't get any benefits from University, what type of benefits we are eligible
