Reg birth certificate

I was born on 1983,I Have applied for birth certificate in court after getting a certificate from municipality say i have not registered certificate ,colleted required documents when to court appeared in front of magistrate and finished the process but suddendly they say law has changed and we need to approach the RDO to get the birth certificate ,can some one advice please.
