Redevleopment property agreement

Good Day!

This issue is regarding a Purchased property(Flat) from a redeveloped building.

We had purchased a build ready flat in year 2012,from the owner from the redeveloped(ing) building as we got it at much lower rate, just because the building was ready and getting touchup , we thought all the required documents will fall in place, but it took 3yrs. In this 3 yrs.. we paid 80% of the Flat amount, for 20% we are taking loan, 

Now here, we have done the sales-deed agreement( the final one), as it seemed the owner was going to cheat us, by selling the flat to someone else. But the Agreement between the Builder and the owner is not yet done. 

we approached many banks for loan, but most of them have rejected our proposal as there was no agreement between the builder and the owner. As the builder-owner agreement was gonna take time, we approached the bank for loan but with an indemnity from the owner. Immidiately we applied for the NOC from Society as well, but here the Chairman was not available and was in native for 15days. 

As this has taken time, the owner is now started harrassing us for the 20% of the amount, as per the Agreement, we shud make the full and final payment within 45Days from the agreement date, or pay 1% of the remaining amount every months of delay.

1)In fact u made mistake u should have insisted for regn of agreement on payment of 20% amount. 2) send reply thru advocate 3) If feasible approach consumer court

hmmmm, realising our mistake by listning to the agent.

Sir, how will consumer court help in this property case.
