Redevelopment right of tenant under pagadi system

Location - Vasai Virar municipal corporation

My mom is a tenant in a pagadi system building that is more than 40 years old.

We have been paying in possesion of this room since 30 years or so. Before the receipt of tenant was in my aunts name but later we paid and got it transferred in my moms name.

We are officially paying rent since 2011. 

 

Now, the owner has entered into a develpment agreement with a builder in 2016 and in the same year they callled in for a tenant meeting and offered tenants equal carpet area in new building with rs,1200 per sq feet carpet payable by everyone.

People reacted very badly and then no meeting was held for almost 2 yrs.

Now the owner has routed us to the builder and almost 90% tenants has verbally agreed to the construction charges and equal area as proposed(No one has entered into agreement yet).

My questions are...

1. Can I stand alone and demand for higher area without paying constrction cost?

2. Can the builder start work or complete new building without signing my agreement or there is a percentage of tenants that should agree?

3. Can one tenant take a stay from court and stop the work if they do?
