Sir,
I have purchased a plot in dec.2012 after lapsing 2 and half years seller didnot give the possession . in march 2015 he issued a cheque of joint account for part payment the cheque was returned with memo indicating insufficient fund . can i file case against both the joint account holder

Yes you can file a criminal case u/s 138 of NI Act by following the procedure before filing the case.

.you can file 138 nia only on the signatory of the cheque and not on both the joint account holders
