Re filing writ petition in high court of telanagna state

Hello There, I wanted to re file Writ petition as party in person in High court of Telangana State. Earlier I have Filed writ petition as party in person in month of October 2019 but it got returned as High court was not allowing party in person who are non advocate. Presently I need to know following 1) Is High court of telnagana High court formed on 1-1-2019 allowing party in person to file their own cases and argue on it or still they will reject as non advocate is filing it 2) Can I file Re file the same Writ petition as I have made payment towards it and please let me know the procedure of re file same Writ petition which got returned of mine in the month of October 2018
