Transfer of name

go through the document carefully, which you have as per the pakidi system. if the landlord gives you the specif right to hand over the room to someone else as lease, you can do it. If the rent deed states otherwise, you wont have the authority to hand over since this action will amounts to repudiation and violation of agreement.

NO, Since that the property is tenented one, you cannot transfer the said property on any others name without the intervention of the landlord. The landlord posess the right to evacuate the property under the Rent Control Act.
