first of all..... you have to establish a company under a companies Act and it should be registered with the concern ROC in that area . or a partnership firm..... thereafter the laws applicable to land transfer and development rules, codes applicable in a wide range...... ok.

company law
partnership act
town and country planning act
land revenue code of ap
metropolitian regional development authorty
ownership of apartments act
the stamp duty act
sanctioning of your plans from the concerned local authrities.
