I am in need of a judgement/citation that charges can't be framed merely based on strong suspicion in corruption related cases.

Dear Querist,

It is well settled law that though charges cannot be framed on suspicion alone, the magistrate would be justified in framing charges in cases of unexplained grave suspicion [Yogesh v. State of Maharashtra 2008 SC]
