Quashing an fir

Is there any verdict of S.C regarding quashing an fir, if the I.O fails to submit chargesheet after four years from the lodging date??

depends upon facts of case there is no hard and fast rule

i am doing my MBA after this i am planning to go for llb... i have one question that if we field a fir against one person but police failed to solve the case after 3 years the FIR was closed... so can i reopened the case.... if i re opened the case what is the procedure... please tell me
