Punishments in the Prohibition of Child Marriage Act, 2006

Why is it, since the very first act of 1929 came into force that women are excluded from imprisonment under the Child Marriage Restraint Act of 1929? It has been recurring in the amended act of 2006 as well. Section 11(1) of the same act excludes women from imprisonment. With change in time and in the thought process of a progressing society, incidents of Child Marriage are however rare. But everybody is equal in the eyes of law then why such bias in terms of punishment I wonder. I am a student of law and I was curious about how the system worked since they haven't mentioned the reasons behind the leniency shown towards women. Is it because women never had a voice in such matters and were victims to such practices? Well then, don't we need to look into those areas where there might be dominance of the elderly women in those households who would encourage such acts? Aren't they equally guilty of such wrong?
