Punishment- stoppage of increment to government employe

A Government employee had a punishment- Stoppage of two years increment. After stop the first increment he died, so we cannot stop the second increment. in this Stage, we calculate the balance punishment amount and recover from the family before giving the pension or not. If not please give the government order/ any other judgement order Thank you
