Public Accounts Committee wants special CBI Act for autonomy

The Public Accounts Committee of Parliament has taken serious exception to the CBI's 'failure' in taking timely probe into 2G Spectrum scam even after the CVC's directives and recommended that a new law be enacted to ensure the Central agency's autonomy and impartiality.

Delivering a lecture on 2G Spectrum scam, organised by the BJP State unit here this evening, PAC Chairman Murli Manohar Joshi said, 'It is essential that the CBI be freed from the government's curbs and it should function freely and appropriately.' Mr Joshi said this was regrettable that despite much hue and cry and directives from the CVC, the CBI had not investigated into the scam for one year. The PAC had questioned it over the delay, but the agency could not make proper explanation.

It was strange that CBI did function under the Delhi Police Act, he added.

'Why should be such situation, why the Central agency could not function under a separate law', Mr Joshi asked, adding that his Committee had recommended for enactment of a special CBI Act for the agency.

He also favoured inclusion of a Supreme Court Judge and the Opposition Leader in the penal for selection of officer for appointment as Director of the agency.

'Likewise, the CAG should be also appointed by a panel of selectors, including a Supreme Court Judge and the Finance Minister, instead of the Home Minister’.
