Proposed date of completion in MahaRera Vs posession date on sales agrement

I am purchasing flat. I found that Revised proposed date of completion on MahaRera is Dec 2025 and on sales agreement builder is going to mention posession date as July 2019. When I asked this question to builder, he said, in RERA we have mentioned date of completion of whole project. And his project is in three phases. I am booking in Phase 1 which builder is going to deliver in July 2019. In the agreement builder is going to mention for the compensation in case of delaying posession.

1. Should I book flat as there is 6 yrs gap between two dates?

2. My question is whether RERA timeline holds strict legal binding or the possesion date on sale agreement. Your input on this will be really valuable.
