Property transfer on death: sale vs gift

My grandpa passed away without a will.

The property needs to be transferred to my grandma. We've acquired the Re-Allotment letter from the HUDA authorities(Gurgaon).

Now we're applying for change of ownership in property tax records with municipal corporation.

Under document upload columns it's asking, tranfer by

1. Sale or 2. Gift

Which one should I choose? Literally it's neither. Legally I'm not sure.

Any help is appreciated.

IF you want to change the ownership name only in Muncipal corportion then simple write an application to Muncipal corporation , submit that application by hand take a receiving of that attach death certificate of your grandfather.
