Property through letter of administration

Respected and Honorable members, I thank this forum on which I can get my query answered from esteemed members. 

I have filed an application for letter of administration for the property left behind my wife. When she passed away, the flat was under construction, so we did not have the possession of the flat. The builder asked us to get a Letter of Administration or succession certificate from court to hand over the flat when construction got over. The flat has a home loan for which EMIs are deducted from my wife's savings a/c. Letter of administration going to be ready in a few days as per my lawyer. 

What is the formality once LoA is ready? (1) to get the possession (2) to get the outstanding loan transferred on my name (3) whether a stamp duty & registration is required again? (4) Can I sell the flat without a stamp duty & registration with the help of LoA? (4) what will be the formality with the bank to transfer home loan on my name?
