Problem in recruitment

My friend was an employee of NTPC( a central PSU) under U.P region.His joing was done by NTPC on 02.01.2009 after completion of medical test.As per terms & condition of offer letter issued by NTPC,His engagement was done for a period of two years which might be extended by one year on the basis of requirement and assessment of performance or till completion of project whichever was earlier.

After completion of his two years tenure as an Assistant Engineer on 01.01.2011,his tenure of engagement was extended from 02.01.2011 to 30.06.2011.since his project was not completed on 30.06.2011 hence  again extension was made by NTPC from 01.07.2011 to 31.12.2011,but still project was not completed on 31.12.2011. As per terms & condition of offer letter his extension should have been made for one more day but NTPC didn't take interest may be because of next date was Sunday and this extension could not give impact on project ,so he was relieved  on 31.12.2011( A/N).In this way he was engaged by Powergrid from 02.01.2009 to 31.12.2011& thought his experience was 3 years because there was no meaning of Sunday for experience.Meanwhiler RITES (A Central PSU under ministry of railway),Delhi invited application for post of  Manager in which minimum 3 years experience was required as eligibility,He applied for that post and mentioned two things in application form of RITES,New Delhi i.e experience duration (02.01.2009 to 31.12.2011)  & in second column he wrote 3 years.Many application form was rejected by RITES & many selected .His application  was also selected by RITES &  was called for written examination.After qualifying written test he was again called for  Interview on dated 15.03.2013.he reached there timely but RITES forbade him to appear in interview saying that he had one day less experience i.e 2 years 11 month & 30 days.He asked RITES to give it in written regarding his ineligibility but they forbade him.He has sent several request by speed post to HIgher Authority of RITES,but they didn't give any response.So he asked it by RTI,then they replied that he was not interviewed due to less mandatory experience.He again asked some question from RITES & also from NTPC under RTI & is waiting for response.

 The main point is - your work experience must be classified! If you have work experience in a field that cannot be classified and given a proper code - you won't get points for that.

Experience is relevant,but problem is 1 day less experience because of last date would be Sunday if extension was made.Where he can file wri  Sir? in high court of Delhi or in Uttar Pradesh?
