Private or Public road?

Scenario: 1.There are 3 plots which share a common private road. 2.This road starts from the main (public) road and ends at the 3rd plot. 3.These 3 plots were single plot initially and after splitting, the cost of the road was shared by 3 parties. 4.This was a raw road. Question: The local corporator while building the new concrete roads (public road) extended his support to this private road also. Now that concrete was put by the city corporation; Will the road belong to the government!? Please validate the answer so that I can know more about this. Thanks in advance.
