Power of attorney transfer to the only son

Hello,

There is a property in Ghaziabad (GDA flats) on POA (registered in 1994 when property used to be sold on registered POA) by the name of Mrs. A, who is very old. Now, she wanted to transfer the ownership of the flat to her only child Mr. B.

The problem is that she can not go anywhere due to her health issues. We have inquired and came to know that now days the POA is not happening in Ghaziabad.

Please suggest any solution to that as it's emergency.
