Can anyone pass power of attorney in a hindu minor's name? Minor upon attaining majority can she voluntarily sell the property?

No. The general power of attorney can only be executed by a person who is competent to enter into a contract (legal agreement,) which minors or people of unsound mind cannot enter into. Contracts entered into by minors are void. However, do note, married women who are minors can be given the power of attorney.

Please note, the power of attorney is not a way of transfer in regard to any right, title, or interest in an immovable property. It's rather an instrument through which the one granting it authorizes another to deal with the property as specified by him, and which shall be binding upon him.
