Police submitting negative report (crpc 202)

My uncle has  filed IPC 383-389 in court on some greedy people and when court ordered inquiry under CRPC 202 then police came to our house and submitted negative report. Police forced us to compromise with opponents and in the report they said that the matter is going to be compromised by both parties hence no case is made. During our argument we produced the telephonic recording of police threatening us asking us to compromise the matter. Now judge has considered that police has purposely submitted negative report. Then further we produced some judgement in which judge has powers to summon opponents. But now our lawyer is saying that the matter needs to be submitted for reenquiry to police instead of asking judge to summon opponents and i don't want to have reenquiry because police will do the same thing. Can someone tell me if our lawyer is right or is he fooling us ? Does judge have power to process opponents if he is satisfied that police is purposely submitting negative report ?
