Plot purchase ownership type notary / registry

I am planning to purchase a plot in a city but current owner said 25 year ago he bought it on Notary only and was paying all taxes to municipality since than. Now last year he did registry of same plot and now he is selling that. all the plots in that colony has same history. Is there any risk in purchasing such land ?
