A friend of mine is married to a Europe Foreign National. She is obtaining a PIO Card. Two children came with her to India on student visa. Both children are from an earlier marriage and my friend is the stepfather. The family is completely settled in India - school, work, own house - now the quesiton is can my friend request for his two step children for whom he takes care since over 10 years PIO Cards? The custody is lying alone in the mothers hand - the biological father has never taken care of the childen.
