Pil maintainablity in service matter

Dear Sir My brother is selected in kas 2011 batch as kas officer , but govermnet withdrwa the notification because some irregularities happended. but kat order to give the Job to all 362 members, govermnet given to job my borther but some one filed PIL in high court of karnataka whethe PIl is maintainable in service matter or not
