Pension for ex ssc officers

Sir,
 
I am released short service commissioned officer completed 5 year service from indian AIR fORCE  (from jan 2002 to jan 2007)
 
I have joined  the Central Govt-Autonomous body  in  sep 2007.  As per Order 8 of CCS(Fixation of Pay of Re-Employed Pensioners) Orders 1986,  am I eligible for pay fixation?
 
 
Also as I have joined civil service in  Sep 2007 and governed by new pension scheme. As per rule 19(1) of CCS(Pension) Rules if I refund the terminial grautity received from past service  shall I elgible for counting the past military service and pension covered under old pension scheme ?
 
 
Kindly guide & help me. Also i can refer to applicable rules related to this so that  I can communicate my case in my department for fixation of pay and  counting service for civil pension.
